Can USA be an honest broker in the Middle East?

Should we be pro-American Americans?
There is no way to reconcile the Petraeus need for the nations in the Middle East to cooperate with US in Afghanistan so long as Israeli burden hangs on our Administration. It is all dependent on our government ability to project a Pro-American posture over those of Pro-Israel. Can we sacrifice our interests in the Middle East for the price of being an extension of Israel's foreign policy?

Chris McGreal, The Guardian, Monday 5 July 2010, in the article US questions its unwavering support for Israel concludes: "Consensus forming in Washington that Israeli government is abusing support with policies seen to be risking US lives."
Pro-Israel position has been: Russia must stop selling defensive weapons to Iran, Syria, Venezuela, and the like. These defenses would make harder for Israel to bomb Syria and Iran.
Pro American position has been: Maybe we could also stop selling arms to Egypt and Saudi, Israel, and too many other nations to mention. But our Congress burdened by Pro-Israeli supportes would not allowed this limitation to Israel.

Pro American position has been: We could also stop arming Israel with our latest offensive armaments and ships and planes capable to carrying nuclear bombs. We could have stopped Germany donating nuclear capable submarine to Israel.

Could we be an honest broker in the Middle East? Should we be pro-American Americans?

International Peace: Israel

Israel’s nuclear warheads are existential threat to the world, especially Iran. There is a gradual process underway within Israeli military, intelligence and political circles which will lead to war with Iran.
What are USA's options in regard to Israel, a nuclear bomb state?
Should Iran not develop nuclear bomb in the future for deterrence against Israel?.
What are the steps required from Iran to allay our fear that she would not develop Nuclear Bomb in the future?

Nuclear Non-Proliferation Treaty (NPT or NNPT), 1968, is a treaty to limit the spread of nuclear weapons. Among the 189 countries party to the treaty, five nations have nuclear weapons: the United States, Russia, the United Kingdom, China and France (also permanent members of the
UN Security Council).

Iran singed the NPT. Under this treaty Iran has the rights to enrich uranium, use nuclear byproducts for research, medicine, agriculture and produce nuclear electric power. There is no dispute that Iran is already a nuclear state. The states with this capacity are many; among them are Japan and Germany. Iran does not have any nuclear weapons and according to IAEA is in compliance with the terms of the treaty.

The treaty requires that the members give up their rights to have nuclear weapons for defense; those who had nuclear weapons and had signed the NPT had agreed to eliminate their nuclear weapons. China, England, France, Russia, and USA had singed the NPT treaty. All these nations are in violation of the NPT.

I suggest the following three steps to eliminate potential for violation of NPT by Iran and developing nuclear weapon in the future:

1. Nuclear Fuel Cycle Iranian Consortium:
USA should join the consortium among others Japan, Germany, France and England to actively monitor the Iranian fuel cycle activity too. IAEA has consistently asserted that the agency could not find any indications that Iran is diverting the fuel cycle for nuclear bomb development. Iran has asserted that their activities are limited to development of fuel for nuclear reactor.

2. Nuclear Shield
An international nuclear shield for all nations in the Middle East, including Iran, from nuclear bomb states;

3. A nuclear- bomb-free Middle East
This action will remove any pressure from Iran to develop nuclear bomb in the future for deterrence against nuclear bomb Israeli state.



How did Israel acquire nuclear bomb? French built the Dimona heavy water reactor, trained and installed the facility for processing irradiated fuel to produce weapons-grade nuclear material. Approximately 2,700 scientists, technicians, administrative staff, and other workers are employed at Dimona. Since the facility was constructed in the late 1950's the surrounding land has been altered to sustain groves of palms and gardens positioned to obscure the facility from the road and air. French built reactor at Dimona . The financial cost of the facility was paid by Germany.

Mordechai Vanunu, Israeli nuclear technician, in 1986, provided descriptions and photographs of of the Dimona facility. This information supported the conclusion that Israel had a stockpile of 100 to 200 nuclear devices, a significantly larger nuclear capability than previously estimated.

Mordechai Vanunu, based on Eileen Fleming comment, told: "President Kennedy tried to stop Israel from building atomic weapons. In 1963, he forced Prime Minister Ben Guirion to admit the Dimona was not a textile plant, as the sign outside proclaimed, but a nuclear plant.

"The Prime Minister said, ‘The nuclear reactor is only for peace.’ Kennedy insisted on an open internal inspection. He wrote letters demanding that Ben Guirion open up the Dimona for inspection. The French were responsible for the actual building of the Dimona. The Germans gave the money; they were feeling guilty for the Holocaust, and tried to pay their way out.

"Everything inside was written in French, when I was there, almost twenty years ago. Back then, the Dimona descended seven floors underground. In 1955, Perez and Guirion met with the French to agree they would get a nuclear reactor if they fought against Egypt to control the Sinai and Suez Canal. That was the war of 1956. Eisenhower demanded that Israel leave the Sinai, but the reactor plant deal continued on. Kennedy demanded inspections.

"When Johnson became president, he made an agreement with Israel that two senators would come every year to inspect. Before the senators would visit, the Israelis would build a wall to block the underground elevators and stairways. From 1963 to ’69, the senators came, but they never knew about the wall that hid the rest of the Dimona from them.

"Nixon stopped the inspections and agreed to ignore the situation. As a result, Israel increased production. In 1986, there were over two hundred bombs. Today, they may have enough plutonium for ten bombs a year."
Unfortunately
Israel’s nuclear warheads are existential threat to the Middle Eastern nations, especially Iran. American and Western European nations (France, Germany, England) collusion in their acceptance of Israel’s nuclear arsenal makes them hypocrites. Israeli nuclear bombs is one of the causes for the Middle Eastern regional instability. Our attention has been on nuclear fuel cycle of Iran, and we accepted that Israel had nuclear bombs and has been existential threat to the international peace.

The Middle East should be the starting point toward a world free of all nuclear bombs.

President Obama’s Speech in Cairo, Egypt: Iran

President Obama said:

"The third source of tension is our shared interest in the rights and responsibilities of nations on nuclear weapons. This issue has been a source of tension between the United States and the Islamic Republic of Iran. For many years, Iran has defined itself in part by its opposition to my country, and there is indeed a tumultuous history between us. In the middle of the Cold War, the United States played a role in the overthrow of a democratically-elected Iranian government. Since the Islamic Revolution, Iran has played a role in acts of hostage-taking and violence against U.S. troops and civilians. This history is well known. Rather than remain trapped in the past, I have made it clear to Iran’s leaders and people that my country is prepared to move forward. The question, now, is not what Iran is against, but rather what future it wants to build.
It will be hard to overcome decades of mistrust, but we will proceed with courage, rectitude and resolve. There will be many issues to discuss between our two countries, and we are willing to move forward without preconditions on the basis of mutual respect. But it is clear to all concerned that when it comes to nuclear weapons, we have reached a decisive point. This is not simply about America’s interests. It is about preventing a nuclear arms race in the Middle East that could lead this region and the world down a hugely dangerous path."

Ayatollah Ali Khamenei, Spiritual Leader of Iran, response to the President Obama's speech:


It insisted that development of nuclear bomb is forbidden under Iran's brand of Islam. He reiterated that Iran seeks only to generate electricity. He referred to a religious edict, or fatwa that he had issued at least four years ago in which he declared that the production, stockpiling or use of nuclear weapons was prohibited under Islam.
Khamenei said: "Our nation says we want to have a nuclear industry". "We want to use nuclear energy in a peaceful way. However, the West and America say that the Iranian nation is seeking to make a nuclear bomb. Why are they telling lies?"
"The Iranian government and nation have repeatedly said that we do not want nuclear weapons. We have announced that according to Islamic principles, the use of nuclear weapons is forbidden. It is dangerous to keep nuclear weapons. We are not seeking to have them. We do not want them."

Mr. President Obama, may I respectfully submit the following proposal for confronting the issue of potential nuclear weapons proliferation in the Middle East.There is no dispute that Iran is already a nuclear state. Obama's Foreign Policy Challenge: Middle East

Henry A. Kissinger, Washington Post, Wednesday, April 22, 2009 provided “Obama's Foreign Policy Challenge” article.
I suggest that Dr. Henry A. Kissinger's recommendations neglected markers for workable foreign policy by avoiding the causes for the present unstable Middle East. The following is an approach to a workable foreign policy for the administration of President Obama.

Palestinian Independent State
The problems of Palestinian subjugation to Israel occupation are the seeds for an unstable world including the Middle East. Many expect, as previously stated by Iran and many Arab counties, that they would not reject a reasonable break through between Washington and Israel over the Palestinians home state. However; many political analysts have suggested that any resolution about Palestinian state would be a non-starter with Israel. The success or failure of the administration of President Obama with Israel would determine the nature of future stability for the Middle East.

There is no dispute that Iran is already a nuclear state. The states with this capacity are many; among them are Japan and Germany. But, there is a great difference between being a nuclear state, i.e., nuclear fuel cycle capacity, and a state with nuclear bomb, such as India, USA, Russia, England, France, China, Israel and Pakistan.

Iran, Israel and Nuclear Bomb

There is no dispute that Iran is already a nuclear state. The states with this capacity are many; among them are Japan and Germany. But, there is a great difference between being a nuclear state, i.e., nuclear fuel cycle capacity, and a state with nuclear bomb, such as India, USA, Russia, England, France, China, Israel and Pakistan. The steps required to allay our fear that Iran in the future may develop Nuclear Bomb are:


1. Nuclear Fuel Cycle Iranian Consortium:
USA should join the consortium among others Japan, Germany, France and England to actively monitor the Iranian fuel cycle activity too. IAEA has consistently asserted that the agency could not find any indications that Iran is diverting the fuel cycle for nuclear bomb development. Iran has asserted that their activities are limited to development of fuel for nuclear reactor.

An international nuclear shield for all nations in the Middle East, including Iran;

3. A nuclear- bomb-free Middle East
This action will remove any pressure from Iran to develop nuclear bomb in the future for deterrence against nuclear bomb Israeli state.

Unfortunately the attentions of the past two US Presidents (Clinton and Bush) were on nuclear fuel cycle of Iran. They both ignored that Israel had nuclear bombs. This condition was created by the strong Israeli Lobby.

In The Hague, Iranian officials offered to cooperate with the US. We hope this cooperation between USA and Iran would continue to the other tension areas of the Middle East. Iran in the past had stated that the affairs of the Palestinians relation with Israel are basically a Palestinians. Many expect that Iran would not reject a reasonable break through between Washington and Israel over the Palestinians home state. However; many suggest that any resolution about Palestinian state would be a non-starter with Israel.

Israel has used Iran as diversion away from creation of an independent Palestinian state. This problem of Palestinian subjugation to Israel occupation is the seed for an unstable world including the Middle East.

Nuclear: Iran

Some of our scientists after detonation of first nuclear bomb had suggested an international management agency to control mining and milling of uranium, enrichment process, fuel fabrication, and waste management of spent fuel. They suggested that the procedure for management and inspection must not be subject to veto power by any nation. An international management of fuel production, they indicated would stop future nuclear arm competition.

Presidents Truman and Eisenhower did not appreciate the concept of an international management for nuclear fuel cycle. Stalin shortly after the first nuclear bomb test in Alamogordo, New Mexico, started the Soviet Union nuclear bomb development. We and Soviet Russia both developed shortly after enhanced nuclear bombs (hydrogen bomb). Both nations recognized that a nuclear war would destroy both nations unlike all the other wars.

The United States feared Hitler may first develop nuclear bomb during the World War II; this fear lead to creation of Manhattan Project and development of nuclear bombs. The bombs and use on Japan changed the balance of power. The power, US did not want to share with anyone including her own allies.

Russia (US threat), China (Russia and US threat), India (Chinese threat) and Pakistan (Indian threat) developed their nuclear bomb to reduce the threat of nuclear bomb by their adversaries. Israel developed nuclear bomb to decrease threats from her Arabic neighbors.

To limit further spread of nuclear bombs, the United Nations non-proliferation treaty (NTP), July 1, 1968 was started; 189 nations are member of this treaty. NPT, the treaty is nevertheless sometimes interpreted as having three pillars: non-proliferation, disarmament, and the right to peacefully use nuclear technology.

The objective of non-proliferation act is to stop diversion of nuclear materials for making bomb. However, this rule does not apply to US, Russia, England, France, China, India, Israel, and Pakistan; the nations who already have nuclear bombs. These nations India, Israel, Pakistan and North Korea, are not member of non-proliferation treaty, thus they are not subject to its requirements. The procedure for non-proliferation management was not intended to interfere with the rights of nations to develop fuel cycle for non-military purposes. IAEA has the authority to inspect fuel cycle activities of each nation to show compliance with the non-proliferation requirements.

Iran has been developing nuclear fuel cycle for electric power generation. Israel and the United States had indicated that the knowledge of the nuclear fuel cycle will allow Iran in the future to develop ability to produce nuclear bomb. They demand Iran must stop development of her fuel cycle activities. Iran has already acquired the knowledge.

Iran justifiably would not intend to abrogate her rights for development of nuclear fuel cycle. Iran had suggested an international joint operation of her nuclear fuel cycle to allay the fear of Israel and the United States. Iran is open to other nations joining her nuclear fuel cycle program. By participation of other nations and unannounced IAEA inspection, Iran would not be able to divert nuclear materials. It is imperative we accept the invitation; it is face saving for Iran and those who would demand a non-military application for her nuclear fuel program.

This joint multi-nations mode of nuclear fuel cycle production may be emulated by other aggregates of nations. It is a first step to a full international management of all fuel production, use, and waste management.

President Truman said: “Starting an atomic war is totally unthinkable for rational men.”

To Thomas Friedman: without poppy seed, it is not possible to grow poppies

Mr. Friedman wrote on December 16, 2007, that United States lost its leverage in dealing with Iran. I am respectfully asking the following questions:

What leverage are we, the United States, looking for?
What Iran has done to be dealt with?
What do we want from Iran, 7500 miles away from our home?

Picture consequences of War : death, death and death.


Are we confused about the Israeli interests and our own American interests? Has Israel burden created loss of national prestige for Americans among people of other countries? How can we supply Israel with foreign aids, while our own educational and medical services are at poor conditions? Why are you, Mr. Friedman so concern about Iran’s infant civilian nuclear fuel cycle while you do not care about the Israeli’s factual possession of nuclear bombs? What are the real facts that Iran was developing nuclear bomb prior to 2003? To make a nuclear bomb, you would need highly enriched (90% or higher) uranium (U-235 to U-238). Iran did not have and still does not have such a nuclear source material. To make a plutonium bomb, you would need a reactor like Israeli French designed reactor, since plutonium naturally does not exist. We, the United States, used both types of bombs, uranium and plutonium bombs, on Japanese civilians at the closing of the World War II.

Mr. Friedman, without poppy seeds, it is not possible to grow poppies. Without enriched uranium, or plutonium, you cannot make a nuclear bomb. Iran does not have either one of the nuclear source materials. Iran can not make nuclear bombs. Your story about growing “poppies for heroin in his backyard in violation of the law” is surprising twist of facts. Iran’s nuclear fuel cycle is in full compliance and control of IAEA for peaceful development of nuclear energy.

Your choice of poppies statement reminded me of the following story. An old gold merchant was chasing a thief in the busy street in Ankara, or maybe some place in Kuwait, or Bahrain. The merchant was shouting loudly help me to get the thief, chasing the man in full pursuit. The thief had shoplifted an expensive ring from his store. The thief was running and shouting too “help me get the thief” while being chased by the merchant. The public in the street were confused and could not help the merchant. In this story, Israel shoplifted nuclear bombs. She possesses, based on our own US government report, about 200 nuclear bombs. The knowledge and materials for these nuclear bombs came from the United States, and other countries. Why Israel is accusing Iran for developing nuclear bomb? Maybe to divert our attention from her unlawful nuclear bombs and her inhumane behaviors in the Middle Eastern neighborhood! Please read Time magazine, December 24, 2007 "Going Flat in Gaza" by Tim McGirk. Do Israeli people agree with the action of their government? Please speak up!

Before you make other accusation about Iran’s nuclear fuel cycle activities, insist that Israel places her nuclear activities under the United Nations (IAEA) control.

Please join us to demand that Israel dismantles her nuclear bombs.

We must push for an International nuclear disarmament.
